Made in a facility that manufactures wheat?

What exactly do manufacturers mean by saying that their product was made in a facility that also manufactures wheat? Are we to assume that somewhere else in the plant on a different side of the warehouse there is some wheat stuff going on? Or that they are actually using the same conveyor belt and all of the same exact equipment?

Originally I thought it was the prior until I read a Barbara's Bakery box for their "Honey Rice" cereal whom I believe to be just a tad more honest and upfront about what's going on.

There cereal says "Made with Gluten Free ingredients" and the side of their box states this:
Made in a peanut-free facility. Made on equipment that also manufactures products containing wheat, tree nuts, soy, and/or dairy

I wish other companies would be more upfront and detailed about what's truly going on in the manufacturing of their close to gluten free products.
